How Whataburger Hours Actually Work
Whataburger runs on a two menu clock rather than a two shift one. The restaurant itself mostly never closes, but what it will sell you changes at 11 AM and again at 11 PM. Understanding that split explains almost every question people have about the hours.
Of the 1,201 restaurants tracked on this site, 1,123 are open 24 hours a day, seven days a week. That is 93 percent of the chain, and it is the highest around the clock share of any major American burger chain. The remaining stores are usually in malls, airports, university campuses or small towns where a landlord or local ordinance sets the closing time.

The two menus never overlap. At 11:05 AM you cannot order a biscuit, and at 11:05 PM you cannot order a Whataburger. The kitchen physically changes over, which is why staff cannot make an exception.
